Ways to address vandalism and inappropriate use:
1. Post Rules at all entrances to Rose Hill

2. Control Access

Fence Perimeter of Rose Hill. There is a great historical precedence for securing the grounds.

At all entrances and highly visible areas use low white-washed brick walls with cast-iron fence above. This detail is visible at the main office and at
the Madison Street entrance. Restore pedestrian gates at Madison Street and College Street entrances.

Along the Norfolk Southern RR, install a cast iron fence; again, there is historical evidence that a fence in this location is
appropriate. The type of fence recommended needs to be verified.

In all less or non-visible areas an 8' high black vinyl coated chain link fence is recommended.

Electronic magnetic locks at all pedestrian gates. These gates should be programmed to allow access during operating hours and
locked after hours.
3. Security Cameras

Establish Security Zones at known problem areas and at all entrances. Employ video surveillance and or the use of live web cameras at these areas. Employ additional "dummy" cameras with motion activated lights throughout Rose Hill to increase
the idea of security.

Locate wireless emergency/security telephones throughout Rose Hill. These telephones should be a direct link to the office during operating hours and to the
police after hours. This will allow visitors to report inappropriate or suspicious activity immediately.
4. Address "thoughtless" vandalism through:

Education

Provide information that stone can become fragile over time, i.e., don't lean against or sit on monuments or grave cover stones. Add additional interpretive signage throughout the grounds.

Provide historically appropriate benches throughout the grounds to help visitors act responsibly.
5. Address "malicious" vandalism through:

Vigorous Civil Litigation: Obtain judgments for full restitution to restore damage.
